Yes — free, for petrol and electric motorcycles and mopeds alike. A moped parks in the same solo motorcycle bay as a motorbike and pays the same. Free is bay-specific by law: a run of "Free Parking Places (Motor Cycles)" orders designates named streets, so park outside a designated bay and the order does not cover you. Motorcycles are also free in the Corporation's car parks. A variable-charging proposal was deferred pending research, not dropped.
